General Objective of the OP EMFF is to promote the sustainable management of fisheries and aquaculture activities while stimulating competitiveness and its ability to generate growth, employment and territorial cohesion.

The Operational Program (OP) 2014-2020 EMFF is part of the broader vision of the Europe 2020 Strategy for smart, sustainable and inclusive growth and the new structure established by the reform of the Common Fisheries Policy (CFP - EU Reg. No. 1380 / 2013) and the strategic lines of the Blue Growth.

Other key policy documents which underpin the program strategy are the "multi-year National Strategic Plan for Aquaculture in Italy 2014-2020" and the "Action Plan for the development, competitiveness and sustainability of small-scale coastal fishing" respectively, under Article 34 of Reg. (EU) No. 1380/2013 and Article 18, paragraph 1, letter i) of Reg. No EU. 508/2014.

Organizational structure
According to art. 123 of Reg. (EC) 1303/2013 of the Commission Regulation (EU), the Lazio Region is the Intermediate Body for the implementation of the National Program of the European Fund for Maritime Affairs and Fisheries - EMFF - 2014-2020 PON.

Managing Authority
It is the subject responsible for the effective, efficient and proper management and implementation of the program and the Ministry of Agricultural, Food and Forestry Policies - Department of competitive policies, quality of the food, horse and Fisheries - Directorate General of Maritime Fishing and Aquaculture .

Regional Coordinator of the Managing
It is the subject responsible for the effective, efficient and proper management and implementation of the Lazio local program and is identified in the Directorate General for Agriculture Rural Development Hunting and Fishing.

National Certification Authority
Agricultural Payments Agency (AGEA) National Paying Body

Regional Coordinator Certification Authority
It is the party responsible for the regional certification and the regional paying agency, and is identified in the Regional Directorate of Economic Planning, Budget, State Property and Heritage.

Audit Authority
Agency for disbursement in agriculture (AGEA)
Coordination Body

The three authorities designated above are functionally independent.
Oversight Committee

The Monitoring Committee provides in its institutional composition also the regions, in the quality of intermediate bodies, and examines - with control functions of the evaluation processes activated - the aspects that contribute to the determination of the PO EMFF results, and then mainly related to the fulfillment of objectives, as well as progress made in the implementation of the evaluation plan and the follow-up to the results of the evaluations.
